While traditionally gemstones were often classified by whether they were precious or semi-precious, these terms aren't commonly used by gemologists today. This is in great part due to the changes in value of stones. So, there is no official list as to whether tanzanite is generally considered precious or semi-precious.
This means, you are subject to the postal service's determination about whether they are excluded or included in their policies with regards to Thailand. They probably use "precious" just to indicate stones with a value over a certain point. Since the USPS also currently exclude shipping any kind of jewelry to Thailand, (http://pe.usps.gov/text/imm/tz_004.htm#ep1141939 ) you would probably be hard-pressed to make your case.

My insurance claim was denied based on USPS opinion that tanzanite is a precious gemstone and was not permitted to be sent to Thailand. Can you please email me and clarify whether tanzanite is considered precious or semiprecious. Would be grateful for any info. Thanks, Anneliese Fillion

I'd suggest researching through the Gemological Institute of America or other gemology organizations for the most current information. Also, be aware that prices can vary based on where the gem is purchased (which retailer), and the geographic location you are in.
