Jewelers can cut rings off. They have special equipment that will cut the ring off and it can then by repaired and resized if required. Your local jeweler will be able to explain the options available.

-- Contributed by: MichaelJosie - A ring can easily be resized without disturbing small side stones as long as there are no gems that completely encircle the ring's band; the resizing will affect the underside of the band (that sits below the finger). If the band is very textured, however, such as with Celtic wedding rings or eternity rings that have a lot of stones, resizing becomes more difficult. For most rings, however, resizing will not affect side stones unless they protrude over the edges of the ring and it needs to drop several sizes.

-- Contributed by: josieJohn - It is much easier to resize a ring to a lower size since metal is taken out rather than added to the design. Since it is a plain ring there shouldn't be any problem. In general, it can take from just a couple of days to two weeks to resize a ring, though it may take longer this time of year (wedding season). Lowering a size and a half is also possible, though I might recommend sticking with just lowering it one size if possible so there is more flexibility for finger changes, unless it is very loose. Best wishes!
-- Contributed by: MayntzI am looking at buying an engagment ring, and one of the ones that I found and liked, both price and style, is a size and a half too big. My question, which was almost answered by Mayntz, is it rather difficult and/or expensive to lower a ring's size, and can it be lowered a size and a half? The ring in question does not have intricate details and is plain white gold.

A more heavily detailed ring (such as Celtic Engagement Rings or Eternity Rings) may not be able to be resized at all without disrupting the details. Different jewelers' costs may also vary. Generally speaking, however, resizing to a lower size is cheaper than going to a larger size when extra metal must be added to the ring. You should be able to lower a ring's size for less than $50, depending on the ring.
